§ 1-9. Ordinances not affected by Code.

Nothing in this Code or the ordinance adopting this Code shall affect:

(1)

Any ordinance promising or guaranteeing the payment of money by or to the village, or authorizing the issuance of any bonds of the village or any evidence of the village's indebtedness, or any contract or obligation assumed by the village.

(2)

Any ordinance appropriating funds or establishing or relating to the annual budget.

(3)

Any ordinance imposing taxes which are not inconsistent with this Code.

(4)

Any right or franchise granted by the village.

(5)

Any ordinance dedicating, naming, establishing, locating, relocating, opening, paving, widening or vacating any street or public way.

(6)

Any ordinance establishing or prescribing street grades.

(7)

Any ordinance providing for local improvements and assessing taxes for such improvements, or establishing special districts.

(8)

Any ordinance prescribing through streets, parking prohibitions, parking limitations, one-way streets, speed limits, load limits or loading zones not inconsistent with this Code.

(9)

Any ordinance rezoning specific property.

(10)

Any ordinance dedicating, accepting or rejecting any plat or subdivision.

(11)

Any ordinance annexing or deannexing property.

(12)

Any ordinance which is special, although permanent.

(13)

Any ordinance which is temporary, although general.

(14)

Any ordinance whose purposes have not been consummated.

All such ordinances are hereby recognized as continuing in full force and effect to the same extent as if set out at length in this Code.
